Independent Panel InquiryThe Environment Effects Statement (EES) was available for public view and comment for six weeks. Members of the public and interested organisations were invited to make written submissions on the EES to the independent panel assessing the EES. The panel was appointed by the Minister for Planning and administered by Planning Panels Victoria. The panel sat between 21 September and 17 December 2004 to hear submissions and consider the environmental effects and issues raised in the EES.
